Building Your AI Enablement Framework

Understanding the AI enablement problem is necessary but not sufficient. You need a framework for solving it.
The organisations achieving real value from AI share a common approach. They treat enablement as a systematic capability to be built, not a reactive response to adoption pressures. They invest deliberately in the components that make AI productive and safe.
This article provides that framework - a structured approach to AI enablement that balances business value with appropriate governance.
The Four Pillars of AI Enablement
Effective AI enablement rests on four interconnected pillars. Weakness in any pillar undermines the others.

Most organisations overweight governance at the expense of access and training. The result is rules without the capability to follow them - policies that employees ignore because they lack alternatives.
The framework requires balance. Access without governance creates risk. Governance without access creates friction. Training without support leaves employees stranded when situations change.
Pillar 1: Access
The foundation of AI enablement is providing tools that actually meet employee needs. This sounds obvious but requires more deliberation than most organisations invest.
Assess actual use cases. Before selecting tools, understand what employees need AI to do. This is not the same as what vendors claim their tools can do. Map the specific tasks employees want to accelerate, the data they need to work with, and the outputs they need to produce.
Match tools to needs. Different use cases require different capabilities. A marketing team drafting content has different needs than an analytics team exploring data. A universal AI tool may serve neither well.
Reduce friction to adoption. The approved tool must be easier to use than the shadow alternative. This means:
- Single sign-on integration
- Minimal approval processes for standard access
- Mobile accessibility where employees need it
- Performance that matches or exceeds consumer alternatives
Establish enterprise agreements. Consumer AI subscriptions paid by employees create legal ambiguity about data ownership and processing. Enterprise agreements establish clear terms, including data handling commitments.
Create a tool catalogue. Employees should be able to find the right AI tool for their task without extensive research. A curated catalogue with clear guidance on which tools serve which purposes accelerates appropriate adoption.
The access pillar addresses the primary driver of shadow AI. When approved options meet employee needs with acceptable friction, the motivation to find alternatives diminishes substantially.
Pillar 2: Training
Part 4 explores AI training in depth. Here I summarise the essential components.
Foundational AI literacy. Every employee using AI needs baseline understanding of:
- What AI can and cannot do reliably
- How AI tools handle data
- The concept of prompt engineering
- Output verification requirements
Role-specific competencies. Beyond basics, different roles need different skills:
- Marketers need content creation and editing techniques
- Analysts need data handling best practices
- Developers need code review and security awareness
- Customer service needs appropriate response guidance
Security awareness. All AI training must include security components:
- Data classification and appropriate AI inputs
- Recognising AI limitations and potential manipulation
- Incident reporting for AI-related concerns
Continuous development. AI capabilities evolve rapidly. Training is not a one-time event but an ongoing programme that keeps pace with tool changes and emerging best practices.
The training pillar transforms access from potential into value. Untrained employees with AI access waste productivity through trial-and-error and create risks through uninformed usage. Trained employees extract value efficiently and operate safely.
Pillar 3: Governance
Part 6 provides detailed governance guidance. The framework here focuses on governance that enables rather than restricts.
Acceptable use policies. Clear documentation of what employees can and cannot do with AI. Effective policies are:
- Specific enough to provide real guidance
- Simple enough to remember and follow
- Focused on principles rather than exhaustive rules
- Regularly updated as understanding evolves
Data classification. Guidance on which data types can be used with which AI tools:
- Public data usable with any approved tool
- Internal data requiring enterprise-grade tools with appropriate agreements
- Confidential data requiring additional approval or restriction
- Prohibited data types (personal information, trade secrets) with clear handling rules
Output verification. Requirements for checking AI-generated content before use:
- Low-risk outputs may need minimal verification
- Customer-facing content requires review
- Code requires security and functionality testing
- Financial or legal content requires expert review
Monitoring and audit. Mechanisms for understanding AI usage patterns:
- Aggregate analytics for planning and improvement
- Audit capabilities for compliance and incident investigation
- Clear policies on what is monitored and why
Incident response. Procedures for addressing AI-related issues:
- Clear reporting channels
- Defined escalation paths
- Response playbooks for common scenarios
- No-blame culture that encourages transparency
The governance pillar provides the guardrails that make access and training safe. Without governance, even well-trained employees lack the structure to make consistent decisions.
Pillar 4: Support
Enablement does not end with deployment. Ongoing support sustains value and adapts to change.
AI champions. Employees embedded in business units who serve as local experts and advocates. Champions:
- Answer questions from colleagues
- Identify emerging use cases and needs
- Provide feedback to central enablement teams
- Model effective AI practices
Help resources. Documentation, tutorials, and assistance for common tasks:
- Quick-start guides for approved tools
- Best practice libraries for common use cases
- FAQ resources addressing frequent questions
- Technical support channels for issues
Feedback mechanisms. Channels for employees to report needs, concerns, and suggestions:
- Tool enhancement requests
- Policy clarification questions
- Use case identification
- Incident reporting
Community of practice. Forums for knowledge sharing across the organisation:
- Regular meetings or virtual gatherings
- Shared repositories of prompts and techniques
- Case studies of successful applications
- Recognition for innovation and contribution
The support pillar ensures that enablement remains effective over time. Without support, initial momentum fades, knowledge becomes fragmented, and shadow AI re-emerges as employees seek help elsewhere.
Defining Your AI Use Case Taxonomy
Before implementing the framework, you need clarity on what you are enabling. A use case taxonomy provides this structure.
Use case categories:

Analysis use cases involve AI examining data or information to surface insights. Risk varies with data sensitivity and the degree to which AI conclusions influence decisions without human review.
Creation use cases involve AI generating content or designs that may be used externally or influence business outcomes. Risk centres on quality, accuracy, and potential intellectual property issues.
Automation use cases involve AI operating with reduced human oversight, potentially making or executing decisions. Risk is highest because errors may propagate before detection.
This taxonomy guides both tool selection and governance. Productivity tools may need minimal governance. Automation tools require comprehensive controls.
Risk Classification for AI Applications
Not all AI use cases require the same governance. A risk-based approach matches controls to actual risk.
Tier 1: Low Risk
- Internal productivity assistance
- General knowledge queries
- Non-sensitive content drafting
- Personal learning and development
Governance approach: Lightweight policies, self-service access, minimal monitoring.
Tier 2: Medium Risk
- Internal analysis and reporting
- Customer-facing content with review
- Code generation with testing requirements
- Process improvement recommendations
Governance approach: Clear policies, training requirements, verification processes, usage monitoring.
Tier 3: High Risk
- Customer-facing automated responses
- Decision support for significant business choices
- Code deployment to production
- Analysis of sensitive data
Governance approach: Formal approval processes, specific training, mandatory verification, detailed audit trails.
Tier 4: Critical Risk
- Automated decision-making affecting customers
- AI in regulated processes
- Security-sensitive applications
- High-value financial applications
Governance approach: Extensive controls, specialised oversight, regulatory alignment, frequent review.
The goal is not to make all AI use difficult. The goal is to make easy things easy and ensure hard things are done carefully.
The Approved Tools Strategy
A curated catalogue of approved tools is central to reducing shadow AI and enabling productive use. Building this catalogue requires balancing several considerations.
Coverage over comprehensiveness. You do not need tools for every possible use case. Focus on the 80% of needs that drive most value. Niche use cases can be addressed through exception processes.
Enterprise features matter. Consumer AI tools may match enterprise tools on capabilities, but enterprise versions offer:
- Data protection agreements
- Administrative controls
- Audit and compliance features
- Integration capabilities
- Support and SLAs
The premium for enterprise features is typically justified by reduced risk and governance burden.
Standardisation enables training. Fewer tools mean deeper expertise. When all marketers use the same AI tool, training is consistent, best practices accumulate, and support is efficient. Tool proliferation fragments knowledge.
Flexibility prevents shadow AI. Too few tools drive employees to shadow alternatives. The catalogue must cover major use cases with options that genuinely work.
Evaluation criteria:

Creating AI Champions in Every Department
Champions are the connective tissue of AI enablement. They translate central strategy into local practice and surface local needs for central attention.
Champion selection criteria:
- Genuine enthusiasm for AI and its possibilities
- Credibility and influence within their team
- Willingness to invest time in the role
- Communication skills to explain concepts to colleagues
- Judgment to identify risks and escalate appropriately
Champion responsibilities:
- First point of contact for AI questions in their area
- Local trainer for tool usage and best practices
- Feedback conduit to central enablement team
- Advocate for appropriate AI adoption
- Model of effective AI use for colleagues
Support for champions:
- Additional training beyond standard programmes
- Regular meetings with other champions and enablement team
- Recognition and incentives for contribution
- Resources to perform the role effectively
- Executive backing for influence in their area
Champions are a force multiplier. One well-supported champion can lift AI adoption across an entire department far more effectively than central mandates.
Measuring Enablement Success
Without measurement, you cannot know whether enablement is working or how to improve it. Establish metrics aligned with your objectives.
Adoption metrics:
- Percentage of employees with approved AI access
- Active usage rates among those with access
- Usage frequency and depth
- Tool-specific adoption levels
Value metrics:
- Time saved on specific tasks (measured through surveys or studies)
- Quality improvements in outputs
- Business outcomes influenced by AI use
- ROI on AI investments
Risk metrics:
- Identified shadow AI incidents
- Policy violations detected
- Security incidents with AI involvement
- Compliance gaps identified
Satisfaction metrics:
- Employee satisfaction with AI tools
- Perceived usefulness for job performance
- Training effectiveness ratings
- Support quality feedback
Maturity indicators:
- Governance framework completeness
- Training coverage across roles
- Champion network coverage
- Policy adherence rates
Track these metrics over time to identify trends and improvement opportunities.

Framework Implementation Considerations
Building this framework is a substantial undertaking. Several factors influence success.
Executive sponsorship. AI enablement touches every function. Without senior backing, cross-functional coordination stalls and competing priorities overwhelm the effort.
Phased approach. Attempting to build all four pillars simultaneously overwhelms capacity. As I explore in the implementation roadmap, a staged approach allows learning and adjustment.
Iterative development. The perfect framework is the enemy of a useful one. Start with minimum viable components, learn from experience, and refine over time.
Communication emphasis. Employees cannot use what they do not know about. Investment in communication often yields more return than investment in additional tools or policies.
Cultural sensitivity. Different organisations have different appetites for AI and different relationships with IT. The framework must adapt to organisational culture rather than assuming a generic context.
